  17. <p>     Some orations are of definite greatness, and the speech of
  18. Adolf Hitler to the German Reichstag last week was in that class.
  19. </p>
  20. <p>     It has always been Herr Hitler's technique, ever since his
  21. Nazi Party set out to thrash every other German party, to employ
  22. both the heavy Teuton bludgeon and the sweet Teuton sugar-cookie.
  23. By being intermittently sweet to the people he intermittently
  24. slugged, the Realmleader has made himself what he is today. Last
  25. week he asked Germans to vote overwhelmingly once more, on March
  26. 29, that they are satisfied.
  27. </p>
  28. <p>     Der Fuhrer's slugging last week consisted of a body blow to
  29. the already groggy Treaty of Versailles and a below-the-belt
  30. punch at the Locarno Pact, which was not in any sense imposed on
  31. Germany by the victorious Allies but freely entered into by the
  32. Fatherland in 1925.
  33. </p>
  34. <p>     Magical Wilson. "Men of the German Reichstag," cried
  35. Realmleader Hitler, "when in the grey November days of 1918 the
  36. curtain was lowered on the bloody tragedy of the Great War...the views of the President of the United States had reached the
  37. ear of the world...in Fourteen Points!
  38. </p>
  39. <p>     "No people succumbed more completely to the magic power of
  40. this fantasy than the Germans...We had been dragged into the
  41. War, for whose outbreak we were exactly as guiltless, or as
  42. guilty, as other peoples...That peace which was intended to
  43. be the final stone laid on the cover of the Tomb of War developed
  44. into dragons' seed for new struggles!"
  45. </p>
  46. <p>     Supernatural Imagination. This prelude was in the style of a
  47. Wagnerian soliloquy. The next evil undoer of righteous Germany to
  48. be taken up was Bolshevism, by which, roared Siegfried Hitler,
  49. "the world of supernatural imagination is torn apart, a God is
  50. dethroned, Religion and Church are rooted out--thus laying
  51. waste the world beyond...Imperial and kingly domains fall
  52. and eradicate themselves--even from memory!...Democracies
  53. are relinquished...Terrors of unemployment...terrors of
  54. hunger...Astounded peoples see that the God of War has not
  55. abandoned His armament but, on the contrary, strides over the
  56. earth more heavily armed than ever!"
  57. </p>
  58. <p>     And who, with German goose-steppers again on the march last
  59. week was to blame for this striding God of War?
  60. </p>
  61. <p>     "We are not to blame!" cried Orator Hitler. "It was not in
  62. our power...to give ideas to the World, let alone prescribe
  63. laws. That was done by the mighty rulers of the World...[That] took its birth from the fatal [Versailles] Treaty...an
  64. historical example of how War ought not to be ended!"
  65. </p>
  66. <p>     "Spirit of revenge...Spirit of secrecy!" screamed the
  67. Orator, his passion rising. "Spirit of hatred!...Lack of
  68. sense began to triumph."
  69. </p>
  70. <p>     World Revolution. The vocal eruption continued with a sweep,
  71. a majesty and a power which disposed entirely of the persistent
  72. stories that Realmleader Hitler thinks he is dying of cancer of
  73. the throat and has to be careful of his brawling voice. The
  74. Realmleader daringly went on to tell Germans (millions of whom
  75. would willingly fight tomorrow to conquer the so-called "Polish
  76. Corridor") that for the present he is unalterably against
  77. attacking the Poles and is even ready to sign with the
  78. Lithuanians a pact agreeing for the present not to try to
  79. "reconquer" Memel. Down his countrymen's throats Herr Hitler
  80. rammed this unpalatable reference to Poland: "I should like to
  81. have the German people understand the inner motives underlying
  82. Nazi foreign policy. It is very painful, for example, that the
  83. approach of 33,000,000 people [Poles] to the sea leads over
  84. territory ["The Polish Corridor"] formerly belonging to Germany.
  85. But to want to deny so large a State an approach to the sea is
  86. senseless, because it is impossible!"
  87. </p>
  88. <p>     A bonfire were Orator Hitler's words as he rushed roaring
  89. on: "I refused and I refuse co-operation not with Russia but with
  90. Bolshevism--which has claimed the mastery of the world!...I
  91. will not have the gruesome Communist International dictatorship
  92. of hate descend upon the German people...I cannot prevent
  93. other States from going the way they think they can go, or at
  94. least, must go, but I will prevent the German people from also
  95. going the way of destruction!...World Revolution...this
  96. destructive Asiatic world conception strikes at all hitherto
  97. recognized values!"
  98. </p>
  99. <p>     France to Perdition? After this booming build-up, which had
  100. consumed some 7,000 words of his 10,000-word speech, the Great
  101. Orator reached his central and audacious theme. He fervently
  102. informed the German Reichstag that the new "united front" of
  103. Socialist & Communist parties today in Europe, especially in
  104. France, has created a situation in which Paris may presently find
  105. itself with a Soviet Government meshing with that of Moscow and
  106. geared for World Revolution. "It is certain," thundered the
  107. Realmleader, "that this new Bolshevik State [France] would become
  108. a section of the Bolshevik International!"
  109. </p>
  110. <p>     For proof that France is slipping into such "perdition,"
  111. Orator Hitler cited as a "fathomless tragedy," the recent
  112. ratification by the French Chamber of Deputies of the Franco-
  113. Soviet Military Treaty of Mutual Assistance (TIME, March 9). He
  114. flung at the Reichstag the declarations of Edouard Herriot and
  115. other French Radical Socialists that 17,500,000 soldiers of the
  116. Soviets with "the largest tank equipment" and "the largest air
  117. force in the world" are to be interlocked with the forces of
  118. France by the new treaty--not yet ratified by the French
  119. Senate.
  120. </p>
  121. <p>     Having thus conjured up the horrid vision of uncounted
  122. millions of Bolshevik Frenchmen and Bolshevik Russians leagued
  123. suddenly against the German Nazis, Realmleader Hitler with
  124. pistol-shot rapidity spat out what he was doing about all this.
  125. At that very  moment last week German troops on his orders were
  126. dashing into the Demilitarized Rhineland. He ignored the
  127. illegality of this deed under the Treaty of Versailles and
  128. maintained that the Franco-Soviet Treaty had voided the Locarno
  129. Pact, hitherto the main bulwark of peace in Western Europe.
  130. </p>
  131. <p>     Honor, Faith, God. These tremendous, slugging blows by Adolf
  132. Hitler were of a complicated nature but with them he also
  133. provided sugar-cookies for the slugged. These he announced as
  134. German offers: 1) to make several kinds of peace pacts with
  135. virtually all European States, including an air pact in which
  136. England might join; 2) to establish with France and Belgium
  137. wholly new demilitarized zones; 3) even to lead Germany back into
  138. the League of Nations. At the bottom of this cookie jar was a
  139. conditional jagged stone in the shape of intimations that the
  140. Great Powers would now be willing to take up the question of
  141. restoring to Germany her lost colonies, but the Great Orator's
  142. speech subsided with such soft organ notes as these:
  143. </p>
  144. <p>     "After three years I believe I can now regard the struggle
  145. for German equality as over...We have no territorial demands
  146. to make in Europe...Numerous cares have weighed me down and
  147. uncounted sleepless nights...I never felt myself as Dictator
  148. of my people but only and always as its Leader...I have
  149. therefore decided to dissolve the German Reichstag so that the
  150. German people by their ballots may now pass judgment on my
  151. leadership and on that of my associates.
  152. </p>
  153. <p>     "Germany has regained her honor," concluded Adolf Hitler.
  154. "Germany has refound her faith, conquered the greatest economic
  155. distress and finally inaugurated a new cultural advance! This I
  156. believe I am entitled to state before my conscience and my God."
